but it looks like it should be
alias StorageClasses BasicType Declarator
plus some change. my mistake. emphasis on StorageClasses, not what comes
after it.
Looking through declaration.c, I noticed that semantic disallows
specifically
alias const {blah blah blah}
but not the others.
