I think it's something we can start looking at once we have std.reflection figured out (see relevant thread in this newsgroup). Once std.reflection exists, there is an actual incentive for providing this functionality in Phobos. Until then, you can easily achieve the same thing with OS functions and a little bit of abstraction.
