Actually, it's not, really. I was thinking primarily of the technical underpinnings of a system, and not the whole of the technology itself. Yeah, even in a perfect world, the fact that something is a web application (the technology) has to have something to do with the design (improve or diminish its effect). I meant the application of a particular technology shouldn't have anything to do with the design, good or bad.
