I haven't tried installing or using Open Office, but it seems to me that you've downloaded the wrong version. You want to get the beta version that runs in the Mac's (AQUA) environment, not the Unix port which uses the X11 (graphical imaging) environment. X11 is built into all Macs, but can't be controlled with VoiceOver because, although the terminal command are just like the ones we issue from terminal, the visual graphics-based interface part is not accessible.

Try going back to the download page and choosing the OpenOffice.org Aqua version instead of OpenOffice.org X11:

I gather that you only need to move the application file to your application directory.

Incidentally, there are a number of applications that can work in both X11 and in the Mac Quartz window environment. TeXShop is one of these. If you get the wrong interface setup these apps appear to be inaccessible, although they're not really.
