The Canada West Foundation (CWF) has released a report that may be of
interest to some members of this list.  The following is from a Media
Advisory:


Electronically enhanced democracy in Canada is not meeting expectations
built for it, according to a recently released CWF report.

"Electronically Enhanced Democracy in Canada" reports the findings of a
study of websites engaged in electronically enhanced democracy, defined
as “the nurturing of democratic practices through the utilization of new
communications technologies, more specifically the internet.”  The study
reviews the Canadian and comparative World Wide Web electronically
enhanced democracy landscapes and gauges the extent to which websites
are living up to claims about improved citizen access to information,
interactivity and policymaking.

Among the study's key findings:
* Unless elected officials choose to participate, electronically
enhanced democracy will continue to fall short of expectations built for
it.
* Poor use of technology is hampering efforts.
* The non-profit sector offers the best avenue for creating and
maintaining electronically enhanced democracy in Canada.

"Electronically Enhanced Democracy in Canada" is the first of two
studies undertaken by the Canada West Foundation to understand the
present state and the potentials of Cybercitizenship in Canada.
