There are a number of standard benchmarks see:

or
http://www.cs.utexas.edu/ftp/pub/ops5-benchmark-suite/

The Manners benchmark is the one that is often quoted by the commerical
rules engine vendors.

I assume that these rule engine benchmarks are out because they
are not useful or interesting.

Maybe something that validates Social Secruity Numbers or Dates 
entered in free form syntax.
