There are a few things that could be causing this, but the first thing you want to check and the must likely culprit is not having the correct dictionary loaded. The default dictionary for 6.4.2 is v4030. So if you are trying to manipulate a 4010 form/overlay you will not have the segments available. If you have the installation disk, open it in Explorer and path out to the "Dictionaries" sub-directory to find the appropriate version. Then from the Admin portion of TLW, merge in the appropriate version. Once you have done this press the "F5" when you are back in the Operations section (to refresh) and then try to make your changes.
