Hi Steve -- I haven't run into this issue yet, but here are some thoughts.
You might try creating a new PID if your partners are already receiving this segment. Your wording is just over 80 characters, so you should be able to abbreviate California and it will fit. You can send are large number of this segment. Probably the most correct segment would be in a SAC which has a large number of qualifiers including "D560" for "Hazardous storage". It will depend on your versions. Although this isn't a true Reference Number, you could also talk to your trading partners about adding an REF segment. There is a qualifier of "HN" Hazardous Certification Number & room to add the wording in more recent versions. Often, it just depends how easy it is for your trading partner to make the changes.
