You are again just wrong. Users can copy the contents of their profile from their ~/.e directory and send it to whoever they'd like to use it.
That is all distro maintainers are doing when they distribute pre-built profiles. Again though - moving the widgets around on the screen is far from creating an entirely new theme. No one is complaining about the layout of the desktop. They dislike the dated look the default blue theme has.
