JIMO has its critics - Bruce Moomaw among them.
A Europa orbiter
mission would certainly be more likely than JIMO,
which requires
several political and technological
breakthroughs. O'Keefe's arguments
from long-range planning - "we'll have to do
thus-and-such anyway,
to do these other projects X and Y, etc." - all depend on whether
the X/Y projects are a fait accompli. They are not, as far as I can tell.
