  RFC-821/2821 specify that if a domain has no MX RR (Resource Record) but
does have an A RR, attempt delivery using that IP address.

  From RFC-2821, Section 5, Paragraph 1: "If no MX records are found, but an
A RR is found, the A RR is treated as if it was associated with an implicit
MX RR, with a preference of 0, pointing to that host."

  ici.net does not have any MX records, nor does it have any A records.  
Thus, standard mail delivery to that domain is not possible.

  I do not think he is seeing what he thinks he is seeing.  Ask him to
forward one of his messages to you, with full headers intact.
