After the RUS and DC replication occur, the mailbox won't show until: 1) someone logs into the mailbox with the user's credentials Or 2) mailbox activity is generated (send it a message)

No. Mailboxes are now attributes of a user object. One mailbox per user. You can create a new user and mailbox, then disable the user and delegate mailbox access.
