You could do this with ADSI (go to www.msdn.microsoft.com
<http://www.msdn.microsoft.com/>  and search for ADSI) this will allow you
to pragmatically change mail box properties amongst other things, there is
plenty of source code in the Exchange Server SDK as well to do this !

They need to be online to do it, period. There is no merge replication for

those things.
