There is a registry "fix" for the new message notification UDP blockage. The "fix" causes Outlook to refresh every 1 minute and display the new messages.

But I've heard the performance is really dismal especially over dial-up. I've also heard OL 03 with EX 03 takes care of this problem, by using RPC over HTTP.
