This recommendation is based on aggregating multiple users over a single pipe, so not everyone will be hitting the Send key at exactly the same time. I wouldn't recommend a 10 Kbps pipe for a single user. I do think the numbers are pretty good for estimating a minimum bandwidth requirement for an office.

Rule of thumb for MAPI Outlook sessions is to plan for 3 to 4 KBps per light user, 5 to 7 KBps per moderate user, and 10 or more KBps per heavy user. Remember that this is from available bandwidth, something that is important to keep in mind when the pipes are shared among many applications. Implementing Outlook 2003 and cached mode can help make remote usage of MAPI appear to be much better because after the first access all data is cached in the local OST, so every time a user clicks on that 5MB message it doesn't have to bring it down from the server.
