One and the same as far as I can tell.  From the Finale manual:

Custom lines
To create a custom line
€ Click the Smart Shape Tool W. The Smart Shape Palette appears.
€ Option-click the Custom Line Tool ¿. The Smart Line Style Selection dialog
box appears.
