For me, the hassle of moving things around is only really evident
when working in different layers ... then it becomes pretty time
consuming.

Since the Selection Tool was introduced in Finale a few versions
back, you can nudge almost anything (except barlines and notes,
from your list above) by selecting it and then moving with the
mouse or keyboard. You don't need to select a handle or choose
anything from a menu.
