When you did it on the score, you probably didn't set the Frame Attributes to something that would position properly, so it appeared OFF the page for the parts and you couldn't see it. You should probably set it to Left, Top Header, and Position from Page Margin. Then it will position the same on all parts and the score.
When you created them on each part, you created multiple copies, which as you know now, was entirely unneccessary. On occasion, I have to have a page-attached text ONLY show up on a part, so I Hide it everywhere except on the one part. It's a bit of a pain.
