I can’t recall a keyboard shortcut for the Special Tools Palette, although you should be able to select it from the Window menu. I once was almost swearing when I couldn’t find the Main Tool Palette and then discovered it was covered by other two palettes; some other times it happened to be placed right below the monitor’s lower margin, almost undetectable.
