That's what I was suggesting. (It isn't my package; I'm just reporting a compile failure.) That's why I said I copied the file to the "wrong" location. I wonder if just setting those environment variables in gstreamer for compiling would be good enough?

It seems that it is openjade which is wrong here. It is missing a copy in InstallScript:

cp pubtext/xml.decl %i/share/sgml/%n-%v

Then it should work more or less, gstreamer does not use the environment variables.
