If an old fink that doesn't understand %V encounters it, do you think it will break significantly? IE: Do we need a new InfoN?

Just having a new percent expansion does not require a new InfoN, as I understand it. However, any package which uses the new %V should say BuildDepends: fink (>= 0.24.whatever), referring to the earliest release containing the new field.
