OS X comes with perl-5.10.0, pgpenvelope seems to be designed to use "whatever perl flavour comes with OS X", and the different perl-flavours of *-pmXXX are not generally interchangeable (is why we have them). I just added the -pm5100 variant to several perl modules, including class-methodmaker. Please selfupdate (in a few hours maybe if your rsync mirror is slow) to see if it is now working for you.
