This relates only to the number of bits in the encryption.

I don't know Citybank, but it may be due to you not having opened the
SSL (443)-Port on your Firewall (both incoming and outgoing). Also, your
proxy might need to be configured to handle these requests.
Do other sites that use SSL work ?
