Could anyone please tell me what software may be causing this ?

packet

This came from what appears to be a dial-in PPP connection to an ISP.

I have seen these before, source ports identical and destination port 23
(telnet),
and only a partial sample of the subnet.

I am wondering about both the cause and what may follow. 
Any comments on this are welcome.
