That is not good enough, because I need to be able to have different policies for trainers and trainee's. I have done it for multihomed web and mail servers (extra security behind firewall). You can then allow specific traffic on the public NIC and do maint on the other (also NT authentication, WINS etc.).

Have you tried setting up packet filters in the network control properties.  I have never done this but it would seem to fit your needs.  It is under the advanced tabe, under security. HTH

Linux is not (yet) an option. I tried using Proxy, but I wasn't able to do it. (I'm not a Proxy expert) Maybe someone knows a good place with information on how to do it?

Of course there is a FREE soluition to this,

Linux/*BSD running Squid, and you can manually build the permission areas
for site access etc, use ipchains/ipf to filter/block traffic etc.

although for NT the only product that springs to mind is MS-Proxy Server
which is not free and not cheap (in comparison to the above).
