Of course there is a FREE soluition to this,
Linux/*BSD running Squid, and you can manually build the permission areas
for site access etc, use ipchains/ipf to filter/block traffic etc.although for NT the only product that springs to mind is MS-Proxy Server
which is not free and not cheap (in comparison to the above).regards,
