The test is only as fast as its slowest link, and doesn't account for
latency well. This could be why it doesn't show your T3 speed. As far as
showing more than you should have, your provider may be allowing you to "
Burst" to higher speeds or may have compression on the line. That is also
why no speed test is 100% accurate for all circumstances. By the way, this
is way off topic.
