IRC is defined as TCP/6660-6670 (irc-1) or TCP/7000 (irc-2).

So for a complete IRC you need to create 11 protocols
(irc6660, irc6661, ...., irc6670, irc7000),
create 11 GSPs for these protocols and use them all in an
appropriate rule.

But - as someone stated before - IRC is not a safe protocol and
quit a number of windows clients is known to have gaping
security holes. The firewall will not be able to protect you against
any use or misuse of IRC functions.

So make DAMN SURE that you
    - really, really are forced to have to use that protocol
    - have the currentmost security patches for the clients
    - have disabled file shareing and executing on your
      clients (where the most bugs are to be found)
    - have disabled scripting/bot usage on the clients
      (where many security problems come from)
