I don't think this URL has anything to do with Windows NT. Unless the site has been hacked which would be my guess.

 

However the URL http://www.kiwi-enterprises.com/software_downloads.htm does seem to work or http://www.kiwitools.com also works.

You might want to check out Kiwi's SyslogD .  It runs on NT/2000 as a service and has a nice set of features.
