That message appears to mean that the PIX is receiving an ICMP (ping) from an external source (outside) to an external source (outside).  If the 208.249.103.x network is not within your network, you may want to find out why your PIX is seeing these messages.

I am getting a lot of these. Actually, that is the only thing coming across. Is this an intrusion issue. I read about it on Cisco's site, but the explanation they have is rather vague. The messages interchange ICMP and UDP. TIA
