if fossil needs to support windows builds w/o cygwin/other unix env
for windows, and simultaneously support unix builds, then cmake is
really the best option

cmake is also remarkably faster then autotools and the macro language
is less picky than m4

i (now) prefer autotools because i spent some time getting comfortable with m4
