Realistically no. It's pretty deep down the code path and would massively
complicate dealing with the ioctl.

It would also be a largely pointless exercise, because we do a lot of
uma_zalloc(M_NOWAIT) in the data path as well (e.g. for fragment handling, or
to tag packets or for state creation).
