Details:
As opposed to gtkpixcomm changes, this patch proposes a slight behavior
change:
right now unit popups in citydlg usually cover the unit icon completely;
my idea is to move menu origin to the middle of the widget, so usually at
least a part of it would be visible
If accepted, very similar change could be done to gtk2 client.
