Details:

Suggested by cazfi in patch #7243.

I think this removes the need to hard-code orientations, which is currently
done in the following situations:
* Gtk worklist: SOUTH
* Qt tech tree: SOUTH
* SDL city production: EAST

Not sure yet whether to do it on trunk, see comments in patch #7243.
