djgpp may not be good for the kernal programming but I can't think of a better platform for applications programming.  I know that there are those who are more into Freedos as an antique excersize in programming. However, Many comercial utilities use some form of dos as a spingboard for bootable CD applications.  This shows that DOS has not outlived it's usefullness.  DJGPP is an excellent programming environment and the applications can be used together.  I think I would be an excellent addition to the main CD and far more useful than many of the experimental utilities.

Why not supply OpenWatcom instead? It's freely distributable.

Can DJGPP compile FreeCOM and the FreeDOS kernel?
