GINA is the library/API used in the windows authentication. We have created a GINA application which will use radius for AAA, which also provides a per day anonymous user creation/logon facility, but unfortunately we can't make it public. In your case you can take a look at pgina (http://pgina.xpasystems.com/). It already has a RADIUS plugin and is nicely documented.
