Thank you for your reply. Just tell me when I am using "aaa authorization
exec default group radius" in router and when I try to telnet into the
router it is simply says Authorization failed. I am using below config in
Mysql DB

test  Password = = "test123"
        Service-Type := Framed-User,
        Cisco-AVPair + = "multilink:max-links=2",
        Cisco-AVPair += "multilink:min-links=1",
        Cisco-AVPair  += "multilink:load-threshold=1",
        Cisco-AVPair  += "shell:priv-lvl=7"

In the DB I am using Operatator value "+=" . I want to use this radius for
ISDN customers as well as Telnet login to the routers.

  Then the problem is the router, not FreeRADIUS.  Read the router
documentation to see how you should configure it, and what kind of
VSA's it expects.
