I can't imagine that it is that specific.
Well at least I dunno...we just used it with our hotspots and it worked
fine...

you can specify a startpage for every single user in the rad_radcheck
table.
Just use the Attribute "WISPr-Redirection-URL" with operator ":="
and the URL.
The user will then be automatically redirected to this URL on logging
in successfully.
This will override any global redirect setting for the specified user!
