  The output of "radiusd -X" shows which lines in the "users" file are
matched.

  In your case, it shows that it doesn't even look in the "users" file
during the "authorize" phase.

  i.e. you edited "radiusd.conf", and broke it.

  Don't do that.

  The default "radiusd.conf" file works.

  Use it.
