You can use "radclient" to generate CoA packets; just have your script
do that. FreeRadius can (I think) then receive and send on the CoA
packets; I'm not sure precisely how you do that, but I think it's
documented in the "sites-available/coa" example.
You could have radclient send the COA packet directly to the NAS.
