I would recommend two servers using MySQL Replication.
1. Master Server with FreeRADIUS and MySQL Master; write accounting packets to MySQL 2. Replica Server with FreeRADIUS and MySQL Replica; forward accounting packets to Master for writing to MySQL As for performance, my record is 3,000 authentications/sec on a server using MySQL. Thats over 10 million authentications per hour and a ¼ billion per day. That should be enough to start with.
