Yep -- that is a "standard" certification criterion in most, if not 
all, widely recognized virus detection tests and the like.

Correct.

The person who replied earlier saying that you could join EICAR and 
then get access to its virus collection was telling porkies (in fact, 
TTBOMK, there is no such thing as an "EICAR virus collection" -- the 
existence of such is not what the organization was formed for or 
relevant to its stated goals and objectives..).
