It's nearly 2001.07.03 05:00 UTC now, which means I'll do the release at
15:00 CDT (my local time). Unless UTC and GMT aren't currently
coincident. (This stuff makes my brain hurt.)
I will mail out the announcement (docs/ANNOUNCE) at that time, unless
someone else wants their name in the headers.
