  Since when KOI8-R locale has anything to do with iso8859-1 charset? The
existence of definitions in locale and possibility to use iso8859-1 fonts
(and strings with that charset) doesn't mean that there is a string that
is supposed to have both charsets in them, this is where i18n standards
are still severely lacking (and this is how Unicode sneaks in where it
doesn't belong).
