Setting the step count higher than 1 gets rid of most of the problems
but the titlebar of the panel seem to be above other windows even when
the panel is lowered beneath others.
Can you make a screenshot?
I just tried and the problem has gone away. The only thing I've done is
restart the X server so it looks like that is the source of the
weirdness (it was very wierd, I've never seen just parts of a window
overlap others)
