Can this user's problem be fixed?

Version: 2.4.6-2
When an fvwm menu is requested via a key combination, e.g. [Alt]-F1,
fvwm automatically places the selection on menu item 1. I hate this.
I don't want something selected unless I select it. Please note when
this same operation is performed with a mouse key press, e.g. Mouse-1,
on the root window no items are selected, this is the preferred
behavior.
