Hi   Scott,
  The best place to do this is on the router in front of your firewall.  
Checkpoint is a 
  firewall company not a QoS company even though they may claim otherwise.
   
  In my humble opinion, you would be better of implementing Cisco Network Base 
  Application Recognition (NBAR) on the upstream device to achieve your 
objective.
  Cisco is much better in with QoS (i.e. traffic shapping) than Checkpoint 
Floodgate
  (or whatever they are calling it now).  Furthermore, NBAR is FREE on cisco 
while
  you have to pay for floodgate with Checkpoint and floodgate is not cheap 
either.
   
  Checkpoint is a good firewall product not QoS stuffs.
