Officer Edward Ratliff said he was wearing plain clothes and driving an unmarked vehicle while patrolling near the Parkside 1 apartments at 951 S.W. 11th St. Ratliff spotted Barnett and Rossmeissi trying to open the door of a car and then get into another vehicle and drive away. They were pulled over within a few blocks. Inside the back seat of the car, police said they found a laptop computer, two GPS units and other portable electronic items. Following the arrests, police said Barnett and Rossmeissi admitted getting one of the GPS units from an unlocked car and trying to enter 20 to 30 vehicles by pulling on door handles to look for unlocked vehicles.
