Sorry, but I am a linux person and it usually takes me 3 times longer to
write python.
There is the python program gdal_retile.py, but if I remember, it didn't
handle my use case the way I wanted it.

Look at the function: retile_with_mask() in the script. The script
is doing other things as well like creating a tile index for
Mapserver usage and trimming the tiles from nodata parts.
