Almost surely a problem with your autoconf. I know that autoconf-2.61 on my openSUSE system works. What version are you using? It looks like your autoconf didn't expand the AC_CHECK_FUNCS_ONCE in the vpi/configure.in, so probably your autoconf it too old, or is broken.
