For practical purposes nm base unit seems to be a fine solution, because then no rounding is necessary. Academically one can still see some problems: What if in far future a new unit of length should be used -- something strange like the diameter of a hydrogen atom? OK, just a joke. What if pcb board is scaled? OK, seems to be not useful. May calculations in nm base unit may be necessary, which result not in integer multiplies of the base unit?
